RE-ELECT KELLY HALL 2026
MY VISION
We’re updating.
As our campaign begins, our team is working on our messaging. Expect more updates soon!
The City of Kamloops needs an experienced council to provide sound leadership enabling responsible economic growth, to managing community safety and security, and providing guidance to a Liveable and Sustainable city.
I plan to ensure that the build out of Build Kamloops continues for all generations to come. My leadership qualities allow me to be active in all community activities, collaborating with team members to ensure a positive Vision continues to grow vibrancy throughout our community.
Good governance is truly a “gold seal” by guaranteeing transparency, accountability and integrity – this shows the residents that the corporation is in good hands.
Experience does matter when you are representing the residents of Kamloops. Managing a 300 million dollar annual budget requires giving clear direction to city staff while making fiscally difficult decisions. I have had the honour of working along side our award winning Finance team reviewing procurement policies, capital asset policies and the consolidated financial statements. I feel my experience and knowledge would continue to be an asset moving forward.
I will provide leadership, guidance and a strong Vision in developing a Strategic plan early in 2026. This will become councils template to success.
LET'S TALK ABOUT
Build Kamloops
Kamloops is growing—and with that growth comes a powerful opportunity.
This is a moment where we can choose not just to keep up—but to lead.
Build Kamloops is more than a capital program.
It is a once-in-a-generation opportunity to shape the future of our city—together. Kamloops has built a national reputation as Canada’s Tournament Capital and as a community where sport, culture, and recreation bring people together.
But today, we are at a turning point:
- Our population is growing
- Demand for recreation, arts, and event space is rising
- And many of our facilities are reaching the limits of what they can support
The question is no longer if we invest—it’s how boldly we move forward as a community.
Build Kamloops is a multiyear, multiphase vision to:
- Reestablish Kamloops as Canada’s Tournament Capital
- Strengthen our position as a premier arts and culture destination
- Ensure our infrastructure supports our future economy and quality of life
This includes transformational projects such as:
- The Kamloops Centre for the Arts
- A new arena multiplex
- A curling and racquet sports facility
- Future aquatics, indoor sport, and seniors’ spaces
These are not just buildings—they are platforms for community life, economic growth, and shared experiences.
Build Kamloops is building more than infrastructure.
It is building confidence—in our economy, in our community, and in what we can achieve together.
Now is the time for our community to come together in support of this vision.
Because the future of Kamloops is not something we wait for.
It’s something we build—together.
LET'S TALK ABOUT
Imagine Downtown
Another goal I have is to work collaboratively with residents, providing city staff direction to roll out the campaign on “imagine downtown”.
With the inclusion of a New Curling, Racquet, and Seniors Community Centre on the land assembly at Victoria and Battle, our community is asking for a new “imagine downtown” community plan. City staff have started this program I want to push hard to see this become a reality.
Redesigning street appeal, sidewalks landscaping, lighting, and benches – incorporating the changes that are coming with the Centre for Performing Arts. I believe these changes will bring vibrancy and life to the heart of our community.
LET'S TALK ABOUT
Community Safety and Security
Community Safety and Security – City Councils most challenging file.
We need support and assistance from provincial and federal governments. Much can be said about the recent Federal Bail reform announced in June. But we need to see supports coming from our provincial partners in the form of recovery focused housing, day space opportunities for the unhoused, involuntary care facility housing and care designed for those in the community who cannot care for them self.
Municipal government not only needs to work with both federal and provincial partners – we need to see more RCMP, CSO and KFR support programs within our community.
Council will need to look for new ideas, and programs like a Sobering Centre or Community Courts and continue to advocate on behalf of our residents to ensure change comes to community by incorporating new strategies.
LET'S TALK ABOUT
Housing
Housing needs will also be one of my priorities, Kamloops needs to continue to address the shortage of affordable, achievable housing inventory.
With the recent federal, provincial announcement to accelerate home building, lower the costs, and to build new local infrastructure, council will have to push our provincial government to obtain our share of funding.
I will continue to work along side of the building community to establishing a fair and equitable DCC bylaw.
As you all can see Kamloops is well positioned to move forward positively on so many fronts.
Think of how much more this council could have achieved with a mayor willing to work collaboratively. We have some catching up to do once our next council is elected. I witnessed many missed opportunities during this past term that would have benefited our community. I know that with a more cohesive atmosphere in our new council, we can revisit many of these opportunities, and I can help maximize them moving forward.
Experience matters, and I know I can be an important contributor to moving our city forward. That’s why I’ll be running for a second term in Council.
